Outlook Performance decrease

We use the server version 12.31 and the corresponding client. We have the problem with some clients that after a restart or activation of the CTI function, the performance of Microsoft Outlook 2016 / 2019 is massively limited and working in this program is only possible after deactivating the AddIn or closing the Netphone Client. 

 

Has anyone an idea to fix this problem?
