Invite with no SDP received 200ok with sdp a=inactive sent in response

We have a customer who receives calls from another company who has a Swyx PBX, when our customer places the Swyx user on hold we pass a INVITE with no SDP to the Swyx and in return the Swyx responds with a 200ok ok with SDP but includes a=inactive and we then return ACK with sdp also with a=inactive.

 

Is anyone able to explain why the swyx returns a=inactive in the 200ok's SDP when we send a invite with nosdp and is it possible to avoid this?
